I wonder if it's more like, these China workers are starting to demand more pay. We gotta import some desert people who will make iPhones for half wage.
Something simliar happened in India. The call center cities, started to creep up in cost per worker. So they start ramping up Malaysia, Indonesia, etc. Probably because nobody is gonna immigrate to India, but that's a different matter I guess.
I'm hazily remembering a suicide problem at an Apple factory, so much so that they put up nets. I think in the last few years there's been more and more strikes. As so many more tech factories are concentrated in China / Taiwan now, the workers have better options. It's tough to get people to work for 14 hours a day 7 days a week, if Motorola lets them have cushy 10 hrs a day, 6 days a week just a block over.
More random thoughts: This sector is harder to relocate, because the chip marke needs so many smaller, less sophisticated layers to supply the top shit. You can't just make a (for lack of a better term) level 4 chip factory / finished product assembly in a new country with cheaper labor. You need specialized serfs, and a huge supply of level 3 tech, which needs even more L2 and L1 tech.
So.. the solution? Move people to China as scabs. If they take over low skill sectors, that's ok, because it will drive more Chinese into the tech slave sector.
Anecdote time: I worked in thailand for a while on a ship. Our captain lived there permanently. He told us stories about how the construction workers in his area were all cambodian because as you said: Cheaper and less likely to complain about conditions.
I have no doubt that the cities on the southern chinese border have a certain amount of foreign workers there for even worse than the usual shitty day laborer wage.
