Chad is usually (but not always - the Yes Chad meme famously has multiple ethnic/international variants, and even female versions) depicted visually as a white guy, but I've never thought of the written/spoken term as race-specific. The term 'Chad' refers to specific character traits one could find almost anywhere on the planet at any point in history.
Idealized by who? Aspects of Chad are idealized by many, but Chad is not universally idealized by anyone. Even his stereotypical number 1 idealizers - women - have structured an entire school of political thought around complaining about him, because Chad is in many ways the personification of the 'toxic masculinity' and 'patriarchy' that they complain about.
Incels can swing on a dime between idealizing and demonizing Chad. On the one hand, he may be a role model, an aspirational goal for personal development. On the other, he may be a knuckle-dragging, brutish idiot who gets laid purely because of his confident dominance, which he often possesses not out of competence but out sheer force of Dunning-Krueger.
Even prior to the visual Chad meme, it was used primarily as "the cocky confident guy who pulls women easy." Something that applies far more to black dudes than white relatively.
