Saw an interesting and frighteningly plausible hypothesis about this AI stuff. The idea is that governments have had access to a much higher quality of AI output for years and have been using it for propaganda and consensus pushing purposes for as long as the anonymous internet has existed.
With the cat out of the bag in the civilian world they will now start using it on a mass scale to make people doubt any interaction they have with a person who isn't standing in front of them. Once this happens they will roll out "digital ID" as the savior and every corporation will require it before every interaction with you.
Once every interaction and transaction is centrally logged and traceable it will be trivial to crack down on dissent, and there would be no meaningful way to fight back ever again. They will then create opportunities to let off steam like Jan 6 that accomplish nothing except for out a bunch of targets for the government to destroy.
Probably not as long as the internet has existed, but they've definitely had access to chatgpt-like AI for a little while. So has google of course. The problem with these learning models isn't the model itself, it's creating the sanitized, politically correct, idiots-can-use it version for the public. Private versions undoubtedly have been in use for a while.
I'm unsure how much this has been used as propaganda. It might have been harder than you think to properly train a model to generate propaganda, as you can see with the jailbreaks of chatgp3
