They've been in development for quite a while now, since at least 2015 I think, probably sooner.
The question is, are they trying to find a way to distribute a vaccine via food, instead of via the standard means. As that has not been in development before, at least as far as I am aware, and would be a complete and total violation of informed consent and would have extreme issues.
It also wouldn't work, like at all.
Vaccines have to be kept at a very specific temperature to keep them stable. Know what's not at that temperature?

True, unless they are developing it for species of animal that we aren't cooking, example being fish used to make sushi.
I also wouldn't rule out the nut jobs trying to find ways to make it survive the cooking process
