Seems like they were asking for it. What if someone messes up which rounds are which somehow, and loads the real ones? Those actual bullets should be under lock and key in the storage area, and when they are out and in use, everyone should know that they are circulated and in use, and to treat each gun as loaded and dangerous to interfere with.
