If you show up with a briefcase full of cash, people will be suspicious. Perhaps there's a problem with counterfeit Israeli cash that makes this necessary.

Also, they already had a law like this.

Previously, cash up to the amount of 11,000 NIS ($3,200) could be used in business deals.
