It's a statement from non elected prime minister Magdalena Andersson. It doesn't mean anything. In Sweden it's up to the municipalities to decide how many people they can take in.
Municipalities only have the income tax from it's own workers to rely on, so their budget is very limited. Regular people are also way more willing to accept Ukrainians than baboons as Ukrainians don't complain over simple living standards and rarely commit crimes.
There's already 4000 Ukrainians coming to Sweden every day, back in 2015 the peak was 1500 per day.
