They were detained on camera by angry looking men in black with MP5's, until a lovely PR woman from the base explained that they were at a Federal government hazmat suit testing facility... which is the fed's way of saying "A Chemicological Weapon's research facility go away"
The moment the Pentagon mentioned that these were for "Biodefense", they all but admitted it was a biological weapon's lab.
Thing is, just like Wuhan, the US military might have been the only responsible people who thought storing extremely dangerous pathogens was something that they should handle in a secure location. It's likely some other department, with people who were getting kickbacks, probably were doing research they weren't supposed to be doing, and weren't cleared for it.
Now, the US government has yet another crisis on their hands.
This may not justify the Russian invasion, but it does justify Russian paranoia if they genuinely think Ukrainian Nazis might get their hands on it, and it's absolutely condemnable that the US government thought anything this risky was acceptable enough to fund and engage with. I can't imagine how much dark money got embezzled.
