If you are Eastern European (or Finnish), then your outbursts can be forgiven. But if you're an American sitting on your fat ass and LARPing as some sort of Lincoln Batallion volunteer in between your Amazon purchases, I'm sorry, no.
It's truly interesting that no one in the Western media talks about the shelling of Donetsk. Or the claims that Ukraine is using white phosphorous. Vassals do not get scrutiny.
And obviously, no one should be using cluster bombs, if these claims are correct.
Vietnam? We inherited the mess the French made, but neither they nor we "destablized and destroyed" the country. Afghanistan... nope, that one's on the Soviets. Iraq, yes, and on purpose too, Libya, we only get an assist. Syria isn't destroyed and most of what it suffered it suffered at the hands of our enemies (ISIS).
Post Approved: This is about known falsehoods. I'll admit that "Cluster bombs" can be a shaky concept since that might just be air-burst weaponry, and Amnesty International has about as much credibility as a crack-dealer selling used cars, but this rule is about intentionally spreading known disinformation. Shit that is knowingly false to the spreader, or by any reasonable person.
I don't think that's the case yet. Best argument against this is that this is propaganda spread by activists. If you want me to ban that, then we've got to ban all of it from all sides

Russia is not a signatory to the treaty banning cluster bombs. Neither is Ukraine. Nor is the US for that matter. 100% nothingburger.
