I was pretty active in some fan forums and I pretty much called it being a flop based on pre-release announcements. It seemed like they were pushing so hard for the "game as a service" and very little about the features at release.
What specifically pissed me off was their proposed 2 character limit on public servers unless you were a paypig. Something that was designed from the ground up to annoy f2p players into paying must have made other bad design decisions and cut corners elsewhere.
2 characters is a terrible limit. Games like Path of Exile have 20+ free slots... But wasn't the rerelease the only one that was F2P? I think the original required a sub to play.
i dont remember the number of classes at launch but i know it was more than 2 so you couldn't even play all the classes (on the equivilent of bnet) without deleting an existing char
