This is a clever fake.
It was making the rounds several months ago, and a professional animator pointed out things that could not have been done using traditional animation, as well as elements that had been copied form other cartoons from the period.

Couldn't find the original thing I saw, but I found this showing where they lifted some elements.
Man, I love old cartoons. I could watch that shit all day...
