Japan knew they couldn’t fight when Perry showed up. They made a long term plan to compete with the West. Ultimately their plan was doomed due to the size of the country and resource constraints.

China knows history. China hates the West more than Japan ever did. China has a long term plan to compete with the West and they even got western multinationals to build factories there and give them IP.
