So anyone taking bets it's going to be like the huge floods in England some years back, where its blamed on climate change/extreme weather, but its actually the fault of the government because they haven't cleared drainage ditches for years, either because 1. It costs money, 2. Environmentals complained it interfered with natural flora and sued to prevent government and land owners from managing their land properly or 3. Someone found a couple frogs living in there and the law banned them from clearing the drainage ditches.
