They weren't "arguing" anything any more than Patrick Stewart does when he gives a speech in the voice of Jean-Luc Picard. They're actors reciting lines to provoke a response.
I think its more along the lines that he genuinely believes that they are being persecuted rather than people claiming they are being persecuted when in actuality they are just economic migrants.

Yes sadly Trump often acts as though he doesn't believe his own rhetoric.
