It may have been coined by Pratt, but Trotsky made it a criminal offense which he used exclusively against dissidents, and that's how it's been for the past 100 years. Robert Byrd and Joe Biden aren't racists because they were of the State, Trump was a racist despite receiving numerous awards from civil rights organizations because he was not of the State.
