All of our systems have been gamed via psychiatry like this.

Only certain mental types are allowed to join the FBI / ATF / DEA etc.
Only certain mental types are promoted into higher-tier management in the corporate world etc. Only certain mental types go into politics.

Tests and more have been perfected over the decades to ensure that people are specifically put in places that their psychopathy can be used.
