Probably one of three things: they are trying to hide how shaky the dude is due to nerves, rank technical incompetence, or Paul Greenglass is behind the camera. I'm not sure which myself.

It's also possible they were hand filming it without a stablizer of some kind... but why would you just use a tripod?
