I don't know anything about the mod other than the fact that it was recently released, and I happened to glance over an article on Gamespot talking about it. Not sure how much I trust their colouring of the issue, though. Something about one of the devs being a pedophile and putting questionable content in the mod?

The girl who says that line was the same companion you can emotionally abuse into becoming your slave, and seems to have very little personality outside of being waifu bait for people whose tastes in waifus veer toward the creepy. She's clearly intended to be her writer's one-stop fetish fuel station - so in addition to the manifestly obvious fetishes for emotional abuse, mindbreak, enslavement & redheaded teenage girls in general, I don't think it's a big logical leap to guess that they must also have a foot fetish on account of that line about her feet stinking like rotten fish.
Which wouldn't be that bad (supposedly, in a CYA move the devs also slapped a note saying she's 18 in her inventory) if The Frontier had been honestly advertised as a weird fetish mod. There's shitloads of those on the Nexus and Loverslab, after all. But it wasn't, and a lot of people who DL'ed it thinking it would be an epic fun FNV mod with a cool new story, working vehicles & vehicular combat got a rude shock when it turned out that not only had the devs lied about it respecting the lore, but that they injected all these fetishistic wish-fulfillment fantasies into it with no prior warning. It's the modding equivalent of dropping people into your 'magical realm' by surprise and is, unsurprisingly, drawing people's natural reaction to such.
