If it's "illegal" why are you advocating for enforcement to be delegated to private companies?

Behaviour that rises to the level of criminal harassment should be prosecuted through the courts, where all parties can present evidence and have their case heard, not implemented as some person who will never be held accountable deciding that this list of names no longer gets to use the internet.
