IMO, the only thing stopping such a hypothetical militia is the sheer size of the state, and the location of Sacramento relative to everywhere else. Let's say it was planned out in San Diego (again, hypothetically), you are looking at potentially a 10 hour drive when taking account of traffic on the way there, with the possibility of even longer if you wanted to coordinate a caravan a la recent Trump rallies. The distance, gas used, and gas prices (being the most expensive in the nation on average by an entire dollar) are enough to deter even the most constitutional oriented patriot unfortunate enough to still be living there.
