More of a metaphor, and yes, it's a very apt one. The lines they repeat over and over again are the memes, in their original sense.

And yeah, you can see it going all the way back to the 1960s. The same lines, the same signs.

It's called "conditioning", and old-school psychologists didn't get money to psych-torture rats and dogs just for to fuck around with rats and dogs, and they couldn't have cared less what the rats and dogs actually thought about anything. Same as the "ones in charge" don't give a rat's ass about what normal people want to see for entertainments, or think about issues like immigration, or what-have-you. They just wanted to know how to make you accept these things with a panting tongue.
