It was that 98% agreed with the data that had been collected at that time, but there was no theory or explanation that they all had agreed on. Iirc, it was less than 2% that actually subscribed to the mainstream "man-made climate change over the last century that will melt the ice caps in 60 days" narrative.
It was from the foreword of a book from some prominent looney climate activist that the msm took and ran with.

And despite climate scientists triggering an immediate gag reflex from anybody sane, the actual most consistent consensus among them was that climate change was "real" (as in, the miniscule average temperature rise as depicted in the data is real) but that the burning of fossil fuels was still necessary, especially if this was the only impact it had. They actually had the opposite opinion of the people pushing the narrative.
