Two reason they do this.

1. They have an excuse to be able to censor things so they can get a lower ESRB rating and sell their game to a wider audience if it means they can reach a wider audience in return for less work that's what these lazy fucks are going to do

2. Doing giblets and limb damage etc. takes extra effort and modelling skills which I don't think these devs have anymore, you need to model the body parts for your characters if you want to have limbs getting sliced off among other things and stuff like that.
