I thought that surely this must be a parody but it seems to be entirely serious. There's a URL at the end, the document it links to no longer exists (at least not at that address), but the website does: https://www.forumforthefuture.org/

Note that this was uploaded in 2011, 12 years ago. I think it might be an attempt to show a horrific future (thesis) due to fossil fuels - notice the line at the beginning, "In a world of fossil fuels and expensive energy, the only solution is...", and imply an antithesis (even more expensive, unreliable power generation) in order to prime the viewer to accept a synthesis (some kind of compromise, maybe one where you still own nothing and live in a pod, but you don't have a ration card, you just can't afford meat).

Or maybe it's just a really elaborate shitpost. It's so horrific and absolutely on the nose, I mean it outright admits that you can only own a car if you're rich, tee hee. I have no idea.
