You're overestimating them. The chirp just isn't long enough of frequent enough to elicit a response to their nervous system. This is why dummies often talk loudly or listen to loud music or abuse drugs or fight - they just need more signal input to get anything to happen inside their brain.

Plus fixing it would require planning - buy batteries, get a ladder, etc. Then fine motor skills to take apart the smoke detector. This is why dummies have broken shit on their cars or expired licenses and whatnot, there's not enough signal to stick in their brain, and if it does they start trying to plan to fix it, become overwhelmed then give up.

Don't get me wrong, there are pathological cases where people just want to be waited on, but a lot of times "you need to do X for me" is a hurt ego cover up for "I can't"
