The idea of a floating city or town is very much a pipe dream, there are places where it kind of works, but that's because they're on a lake and are technically part of the country they're in already. Think about all the never ending maintenance and everything you have to do. Everyone fantasizes about this sort of thing a lot but the state has an almost absolute grasp on peoples' sovereignty and this is by design. You have to swear loyalty to one country or another.

When you do some proper research into how countries and states actually work you realise how rigged the whole system is. Even the concept of property taxes and taxes in general are there to make it so you have to pay taxes to a government. You also don't really even own the land you buy if you happen to be lucky enough to own property, they can take it away from you at any time if you look at the law properly.

There are three main paths you go for when dealing with governments and land:

. Fight to keep your land and assert dominance over the country with violence, knowing full well they'll send the army in if they have to and clear you out and call for help from allies

. Be loyal to the country in the hopes that they'll treat you well as a proper citizen

. Offer an incentive for them to treat you better and try to maintain independence as much as possible

Second option is easiest and what most people pick, first is suicidal unless you have some kind of guaranteed edge against a force of 50,000 strong at least and the third is what the people in the elites club play but it's an extremely dangerous game.
