As you can see (or can't you?), it says how the dam had been long damaged (it was damaged in, and since, late 2022) and the Russians neglected repair & maintenance until it was too late.

It was first hit by Ukrainians, destroying some vehicles and troops on it, and then the Russians blew up the dam-road while fleeing from western Kherson. I remember it happening, complete with the gory video of the aftermath of the first incident.

Which again, was well over half year ago, but they didn't care to do anything about it.

The "explosions" that the locals heard this night were almost certainly just the sounds of the dam finally cracking & bursting.

Back in 2022:

According to Izveestia, Russian soldiers claimed to have blown up a section of road running across the dam in an apparent attempt to slow the Ukrainian advance as they fled the region but denied responsibility for the explosion.

Speaking of the damage, Pro-Russian war blogger Colonel Cassad took to Telegram and said: ‘Damage to the dam of the [Nova Kakhovka] hydropower plant. So far, there is not enough damage for a large flood, but in the course of subsequent hostilities, it cannot be ruled out that it will be [finished off].’

Following the blast, satellite imagery captured by U.S. satellite imagery company Maxar showed several bridges that cross the Dnipro river had also been damaged.

‘Satellite images this morning ... reveal significant new damage to several bridges and the Nova Kakhovka dam in the aftermath of the Russian retreat from Kherson across the Dnipro river,’ Maxar said in a statement.
