Oda has stated its more or less 80% done, but he's overestimated the series progress before and iirc he might've said the same thing in the past.

For sure its at least over halfway done, a safe estimate would probably be 60-70%.

In terms of in-story indications, it has progressed pretty far. A lot of arcs talked about in the past are being reached and addressed, and there's been a timeskip which was a huge story progress indicator, but there is still a lot of things that have not been touched upon in great detail yet, which I don't know how he's going to conclude in a clean way without taking up at least another 5-8 years.

One Piece has a slow start (and a really bad first few episodes) so I don't blame you, but its one of those series where I would unironically say that its worth tanking through. Arlong Park is when it really starts getting good for most people, and Alabasta is when it starts getting great. If you can't tolerate the anime, I would say just go to the manga since its a lot faster to, but the anime has its own merits for certain arcs at least.
