This is "completely agree" only, isn't it? Generally in research like this there are polling options for "completely agree," "agree," and "somewhat agree." Usually when data like this is presented, "completely agree" and "agree" are merged as net agreement or top two boxes (T2B). I bet the net agreement with this statement is a lot higher, though the younger age brackets may still not be a majority.
