This certainly could be classified as an act of war if someone really wanted one, but fundamentally, this mostly seems like China gloating.

When Gary Powers was shot down over the USSR, it is because all Human Intel from the Soviet Union was subverted, captured, or executed on a pretty regular basis (remember that about 1/3rd of the State Department were passing information to the KGB). The only mechanism we had for gaining internal intelligence on the Soviet Union outside of the NYT pushing Kremlin propaganda, and Hollywood Communists actively advocating for the Soviet Union, was through high-altitude over-flights deep in Soviet territory. Power's mission was literally the absolute last mission because the US knew that some new SAM sites were being built that would make the U-2's obsolete.

Turns out, the intel was wrong, and the Soviet SAMs were literally built early, on the exact path that the Americans tended to travel for over-flight missions. Which is why Gary was shot down.

In this case, not only does the Chinese military already have all possible Human Intel: most journalist outlets, most financial organization leadership, nearly the entirety of academia, co-operation from most social media companies, grass roots support in some immigrant communities, all available phone data on phones which downloaded TikTok, as well as a direct connection to "Two Stacks" Joe "10% For The Big Guy" Biden and a slew of other politicians... but they ALSO want SIGINT in Alaska.

There's not gonna be a war with China because the globalists would either lose because they are so heavily invested in China, or have to finally evacuate the US. As much as this should be considered an act of aggression, it's nothing more than the last piece of ticker tape as the equivalent of Chinese tanks roll through New York.

The only people we should be pissed about is Northern Command and Pacific Command for proving that the US has effectively zero air-defense capabilities.
