So all these laws do is operate as a "gotcha" against guys who get caught up with these girls. The laws don't actually stop anything at all. Does it really matter if absent the laws, 90% of men would say yes, whereas with the laws, only 40% do?

I've met a number of underage girls who sought out sex from older men. They broadly fit into 2 categories: (1) crazy girls, often impulsive and pleasure seeking types, and (2) ambitious girls who think they're too cool for boys their own age and want older men because older men are more physically developed, mature, and have money. In both cases, the couples are almost never "caught". Almost never with the ambitious girls, because they protect the guys. It sometimes, but still rarely, happens with the crazy girls, because crazy girls are self destructive, unstable, and stupid, so they'll burn the guys on purpose or on accident.
