Japan is heavily urbanized, more so than most countries.
As much of the world follows Japan's lead, you will start to see governments enact this type of incentive. I'm not confident it will work because it doesn't solve the central issue of urbanization cutting into birth rates.
Ideally, you'd try to push people to more agrarian or rural backgrounds, because then making babies for free labor makes sense. However, in the current year, that is most certainly not where the money is. So the problem will continue.
