In the Gears of War expanded universe novel the Slab, the power in the prison gets cut off by the Locust during the winter. The only prisoners in the psych ward (solitary) are the rapists, pedos, and other lunatics (they're kept there "for their protection". The rest of the population cuts their throats over a storm drain one by one. ("They're not all in for doing ladies, Marcus.")

I'm not saying I'm making a point or anything, but if inmates were allowed to police themselves IRL...well, here you go.
