They were on the street. Consulate staff specifically came out, onto the public street (of, it’s worth noting, a foreign country. NOT a Chinese/Hong Kong street), smashed up their signs, and dragged the guy back onto the grounds of the consulate...

THAT is why this is news. You really do seem to be missing the point, here...
