thats why slaves must be dependent on their masters. as long as the slaves behave, the masters will "trickle down" some life support. as soon as the slaves rebel, the life support is cut off, until either the slaves behave, or the slaves starve to death. the same system is used for colonies: make them dependent on your "help", then control them with the threat of trade sanctions. same reason why local markets are destroyed, and replaced with "food factories", supply chains, grocery stores (paradox: they cost more energy, but are cheaper for consumers)
