They have been weaseling into this position. Denied things that would seem crazy, until they've normalized the situation enough to announce what they previously denied. Divided and silenced people through violence (Antifa/BLM), lockdowns, heavy-handed law enforcement, and shifted the blame to those who criticize the government's actions. Cheap terms have also helped this "white supremecist," "fascist," antimask," "antivaxx" so people whose lives were/are being destroyed didn't stand up.

Now a significant portion of the population wants the other dead. No longer able to speak, have a job, go outside, or actually remain alive.

If France has significant and unrelenting push-back, it may stop there. Protesters still need to work to earn money, while the government can just take, so it's easier for them to hold out. If you bring in foreign enforcement (which has happened), it's also easier to dehumanize protesters. In countries that are more subservient, it won't end, and many citizens have likely already been convinced to go after their fellow man.
