While France tried to ban the use of filming police officers on duty, Canada hasn't QUITE reached that point yet, and while black people are even more a minority in Canada than in the USA, they DO exist, and DO act like any other group in the population, which means one will EVENTUALLY be caught in some crime with a bad arrest.
This is a meme curse-magic shit-storm in a bottle. It's literally only a matter of time before a black man, who may or may not deserve it we don't yet know, will die, his blood splattering against MLK's decal face, all on film. I give it 7 months or so. 6 if they extend their lockdowns since that causes increases in unrest.
If you mean what THEY think the value is, it's exactly that: They think if they need to arrest a black guy and it goes wrong and he ends up a bloody smear on the side of MLK's face, everyone will go "we're not going to riot or protest like we did for Fenty Floyd, because MLK's face is on that car".
EDIT: And if this is just showboating for Black History Month, they'll get a shitstorm for removing it all at the end of the month. Lose-lose for them.
