Well it's fanart, so draw whatever you want. However, I'm fairly certain this is a 3D model with some kind of shader effect applied and maybe a few manual touch ups. Which would also be fine, except I'm pretty sure it's someone else's model and this guy is in the comments accepting complements for his linework when he's just filtering someone else's work.

Looking around, I'm leaning towards this being DAZ 3D or some other character creator where you can adjust a muscle slider but it looks weird. I can't find a smoking gun but there's no way he made it because there's a massive incongruity between the quality of the model and the quality of the pose.
