What kind of guns there are, what kind of enemies you face, what kind of weapons they're armed with, and what kind of combat environments you can expect.

Generally though, I like a good mix of the two. Even better when different guns and gun attachments/customization options allow you to min-max a bit to balance out the performance factors that affect the overall direction of how the gun handles.

Also, fuck instagib "hitscan" ballistics/hit detection. I legitimately can't believe Counterstrike is still using that shit.

I could mention quite a few games that go above and beyond with this, but a simple and straightforward example would probably be Planetside 2. Each gun category has its own performance pros and cons (much like in real life), and has various models that can play further in some performance direction or another.

IE, carbines have solid hipfire accuracy without sacrificing as much in velocity and damage over longer distances distance as SMG's do. Thus, you could use something like the Pulsar-C for VS, which has a tight ADS cone and packs more punch, or you could run with a spray and pray hipfire option like the VX6-7.

Granted, it's not necessarily my favorite balance/design for gun customization (tends to veer a little too far into min-maxing solely for one or two extremes), but it's still a pretty decent example that was pretty fun overall.
