They're probably talking about countries like Vietnam, Thailand that sort of region, the cost of living is so fucking high has any kind of person looking to set up a business you end up making more money simply leaving your country as an expat than you would living in the west. So even though the regulatory factors are an issue it's also going to be finances as well.
