As long as the pool for this lottery is:

• Must be a citizen
• Must be able to pass a basic literacy, economics and civics test
• Must be a taxpayer and not a net negative tax vampire. This includes business. So if you work for the government or a company with government contracts. Ineligible.

I suspect this isn't what the commies at the NYT are thinking of, though.
