I think they're just generally issuing concerns over making sure medical (especially hospital) establishments don't get "overrun" as we enter the standard fall-winter, school-year, disease heavier phase of the year.

This is of course overemphasized because of the usual NPC reasons, and excessively exaggerated by the media.

I don't think they'll actually push for real lockdowns. They can't even get the media or people in general to pay attention to new variants anymore.
