Since they're just disposable recon tools, that's why there's no recovery efforts for them. No one cares about the cheap hammer they dropped in the woods.

That's a clever theory, but the unbelievably profound understanding of physics required to travel faster than light would preclude clumsy methodologies like letting a bunch of bio robots stumble around the woods and crash their ships into things. That would be more of a near-future thing, like Martian tech 500 years ahead of us. Judging by common accounts, the greys wouldn't be accomplishing much anyway even when they don't mess up.

What the hearings are, is just a lawyer thing, because of the seriousness of some of the charges that are implied in all this - murders and all kinds of other laws being broken, by both the government and private contractors.

We have much better, more specific claims about the CIA murdering a PRESIDENT. Ignoring that to listen to some guy tell secondhand tales for an hour indicates a lack of seriousness on the part of the so-called investigators.
