The fact that the US is funding it is pretty damning and unfortunately pretty routine. What's it called, the Five Eyes nations or something? Anyway, a bunch of western countries basically outsource all their heinous intelligence work to their allies so that the citizens can never pin the egregious violations of privacy and trust on the government directly. "Oh it wasn't your beloved US government that did the bad thing, it was Germany. Shame on Germany. Stay focused on how it was Germany, or New Zealand so you don't start connecting the dots and realize that your own government warrants a mob with pitchforks and torches."
