It depends on who's moving in and who's moving out. It was big news when California's population dropped for the first time ever a couple years back. The numbers themselves understate the magnitude of the problem. Productive people are fleeing the state and in exchange they're getting bums and illegals, which inflates the net migration numbers. Needless to say the new arrivals aren't replacing the economic activity and tax revenue that the state lost. They are getting plenty of criminals and welfare leeches, however.
