The very guy who highlighted this very tweet for me wrote about how the Chinese direct their USA propaganda to the libs and the minorities (beyond the Chinese one), while the Russians target rather the whites and the rightoids.

It's much different elsewhere, for example for the Central American audience the Russian propaganda uses the classic Soviet theme of international socialism. There the subject of "anti-fascism" (and "anti-Nazism") is being accented even more than internally, but also along with the one "anti-imperialism" which obviously isn't being used internally.

Also remember only the few are allowed to legally access twitter in China to begin with.
