It should be mentioned though that those are two different tv channels.
1st one is hr (Hessischer Rundfunk, small regional public channel) and 2nd one is ARD (one of two largest public channels).
In general ARD has used colors to indicate temperature forquite some time.
Stuff like 30+°C were also always red (that is basically the warmest it gets in Germany), but stuff in the low 20°C region should not be reddish.
