You quoted the part that makes it completely unlike the 1st amendment or in fact, any amendment in the Bill of Rights. The Government gets to decide what is "reasonable limits". They get to decide what is a "Free and Democratic" society. So when they say "Trucker Convoys are a threat to democracy", now you know why. It's so they can justify to simply ignore the charter.
And it's not 1.2(b), it's 2(b). 1 is the section that makes it so much of the charter is basically toilet paper. 2 is a separate section. Maybe you should learn how to read laws on the Government site before you attempt to cite them at Canadians who know much better than you :

Not to mention section 2 can be revoked at anytime according to section 33, the Notwithstanding clause :
33 (1) Parliament or the legislature of a province may expressly declare in an Act of Parliament or of the legislature, as the case may be, that the Act or a provision thereof shall operate notwithstanding a provision included in section 2 or sections 7 to 15 of this Charter.
