What is important it's an imaginary place in an alternate America, where just all sorts of things is possible. Such as an evil god controlling children and the authorities and extended families never coming to check on all the people who have disappeared. Which also happened to other towns in Stephen King's alternate America, which is not in our world.
(Didn't read The Dark Tower but apparently "it's one of many alternate universes" is said explicitly there.)
