There was never any "attack on Belarus". Our soldiers have strict orders to not shoot unless being actually shot at, and even that not on their own initiative. And civilians can't even move freely around in the emergency zone (not even the remaining locals), that's mostly as to not let anyone help the invaders but anyway.

There were actual firefights with the Czechoslovak border guards just after WWII. Still not "attack on", just skirmishes.

Also there are persistent rumors that the KGB is training and arming the invaders with lethal weapons. So far they only received and uses non-lethals like tear gas and stun grenades. Other than that they simply throw rocks and stuff like that. So no shooting.
